You can get this quest from Shrock in Old Moonrise (#1) when you ask him about training.

Walkthrough

Shrock won’t train just anybody. He’ll want you to prove that you’re not a criminal and that you’ll use your skills virtuously. To that end he’ll ask you to clear out the Seawarden’s Guild in the Southern Boglands (#2). You’ll encounter lots of Bloodborn Rogues and Marauders there, and you’ll have to clear out both the above-ground area and the lower level as well.

After completing the task, when you return to Shrock, he’ll reward you with a Deadly Skills Permit and 1000 xp. Then as long as you have the permit with you, he’ll agree to train you in Bludgeoning Weapons, Cleaving Weapons, and Swords.

Note: If you dealt with the Seawarden’s Guild before meeting Shrock, then don’t tell him that, or else you won’t receive the quest, and you won’t receive the 1000 xp for completing it. You’ll only receive the permit.
