Ok I know the default will be the Point buy system and I agree with the reasoning behind all that. For a chapter game like mine however I would strongly prefer to roll characters so as to promote lower than “8” as a likelihood in a stat.

Will the game support the negative modifiers for stats below 8 as per 3E rules even though the point buy system side steps that issue?

Yes, the game applies negative modifiers to low ability scores.
