Scan updated some info on the EuropeanDevBoard. Heres a sample:

May dragons kill any other races without any penalty like a demon?
Are there any restrictions, who a dragon may kill without loosing piety to Druulk?
For example: If a dragon meets a human. This human has never done anything to a dragon, nor had a bad faction to dragons at all. May the dragon kill the human anyway like a demon without penalties or are there some penalties in this case?

Dragons are not restricted by the justice system. This is also the case for Demons. Faction is a different issue, all players are subject to faction. – SCAN.
