Torque 3D Profiled, Powering New BioWare Game?

Develop Magazine has begun a new “Top 10 Game Engines” feature, with GarageGames’ Torque 3D engine being the first to be profiled. We’ve already seen what the engine is capable of in Hinterland and a couple of other RPGs, but what I found interesting was this little summary:

Are they just referring to Mass Effect Galaxy, despite the fact that it’s been announced for a few weeks already? Or is this something else entirely?
