Outsider Walkthrough

Background

Whampoa Garden: a carnival of chrome and neon, rife with every manner of technology and artifice one can imagine. The entire area has the feel of a night market, save that chips are sold in lieu of steamed buns, and vendors hawk the latest drones rather than folk art.

Something stalks these streets, hiding just out of sight. It stalks the Whampoan Elders — the leaders of the band of tech-savvy squatters that have claimed this neighborhood as their own.

The streets smell of ozone and fear, and those Whampoans you pass in the MTR station have a haunted, furtive look in their eye. While the killer has struck only at the Elders thus far, it may only be a matter of time before ordinary residents are menaced as well.

The Whampoan Elders may have lied to you, but business is business — and ghouls are dangerous creatures, even at the best of times. Did the ghoul deserve death, though? The uncertainty of that choice is as clouded as the sky above you.

Gaichu stares sightlessly out the window, one hand pressed to the glass. The Whampoan Elders are dead — they forced your hand, and paid the price for it. Their story was a cleverly crafted lie, meant to put the ghoul to death for their greed — but was the trade you made worth it?

The uncertainty of that choice is as clouded as the sky above you.

Gaichu stares sightlessly out the window, one hand pressed to the glass. The plot by the Elders is exposed, and Porter Lam is in your debt. You have a new ally, and the respect of the Whampoans.

Sometimes, everything goes right on a job. You count yourself lucky this was one of those times.

Walkthrough

After completing City of Darkness, you’ll receive a message on the mission computer entitled “Serial Killer.” It’ll inform you that the Whampoan Elders are being murdered by a serial killer, and that Kindly Cheng wants you to put a stop to it. To get started, you’ll need to accept the mission and then take the MTR to Whampoa Garden.

The first thing you should do in the mission is talk to the surviving elders — Ip, Ng and Tam. You’ll find them waiting for you in The Whampoa (#1). They’ll tell you about the murders, which have been nothing short of grisly, and they’ll inform you that Elder Tong was murdered just before your arrival. They’ll then recommend that you look over the crime scene before doing anything else.

You’ll find Elder Tong’s body inside Tong’s Sensory Carnival (Exit C). Out front, you’ll meet Porter Lam, who will let you inside. When you examine the body (#5), you’ll discover that Tong’s limbs were removed, his skin was flayed, and not much is left of his face. With BioTech 3 or Racter in your party, you’ll notice that the first wound was caused by a blade to the back of Tong’s neck, with all of the other damage coming post mortem. With Conjuring 1, Spellcasting 1, or Gobbet in your party, you’ll discern that there’s no fear or anger in the building, meaning Tong didn’t see anything coming, and the murderer didn’t take enjoyment from the act. The job was professional through and through.

When you examine the rest of the establishment, you’ll find that Tong’s safe (#6) was cleaned out, and with Decking 3 or Is0bel in your party, you’ll discover that Tong was creating high-delta — that is, dangerous — BTLs, but that they’re missing as well. So Tong was robbed as well as murdered.

After examining the crime scene, you’ll finally be allowed to interview the people in Whampoa Garden and The Whampoa. Several of them will have useful information about the elders or the murders. Others will sell you things.

Zippy (#8) and Moe (#10) will tell you that an elder named Magpie disappeared shortly before the murders started happening. They’ll also mention that Magpie didn’t get along with the other elders. You’ll decide to search Magpie’s shop, The Jackpoint, but to get inside you’ll have to get Magpie’s Keycard from the elders (#1). This will require you to have Charisma 3 or Decking 4. Inside the Jackpoint (#9), you’ll discover that all of Magpie’s stockroom keycards are missing. You’ll also notice that there’s a lot of dried blood in the drain of the shower — making it much more likely that Magpie is dead rather than on vacation somewhere.

Meanwhile, Breaker Hui (#11) and Demergo (#15) will tell you that the Hong Kong Police Force was involved in a shootout in the Parking Garage about a month ago, which is odd because the HKPF usually isn’t allowed into the neighborhood. They’ll also mention that the Red Spear gang is holed up in the garage now. This will allow you to enter the Parking Garage.

Inside the Parking Garage (#14), you’ll encounter seven Red Spear gangers. If you talk to them, then you’ll learn that one of their members was in the Storm Drains recently, but that he fled when he ran into a “man-sized” creature. You’ll also learn that the Red Spears are the ones who cleaned out Tong’s shop. You won’t be able to buy any of the things they stole, but you will be able to purchase drugs from them if you’re interested. If you kill the gangers without talking to them, then you can also get their information by reading the PDA that they’ll leave behind.

To get past the Red Spear gangers and explore the Parking Garage, you’ll have two choices. With the Gang or Socialite etiquette, you’ll be able to talk your way past them. Otherwise, you’ll have to kill them, which will probably be difficult given their numbers. In the back of the garage, you’ll find a Broken Piece of Armor, plus evidence of the HKPF attacking — and losing to — someone wielding a bladed weapon just like the one that killed Tong. If you take the armor to Wing-Kei Kwok (#2) or Keita (#13), or if you have the Academic etiquette, then you’ll learn that it’s expensive, high-tech stuff that no common criminal would have access to.

Meeting with the Red Spears will point you towards the Storm Drains, but to get inside, you’ll need to get the Storm Drain Key from Rainbow (#3) or Porter Lam (at Exit C). You won’t have to do anything to convince them. The key will unlock the main entrance to the drains (Exit D). Inside the area, you’ll find a disturbing pile of body parts, including an arm with prison tattoos on it (#16), plus a Silver Necklace decorated with a magpie (#17).

In the back of the Storm Drains, you’ll run into a group of Vory thieves (#18). You’ll overhear them talking about a missing comrade named Aleksandr, but then they’ll spot you. If you have the Academic or Gang etiquette, or Strength 5, or if you examined the body parts earlier (which means you know what happened to Aleksandr), then you can avoid fighting them. Otherwise, they’ll attack you, and you’ll have to deal with them and their grenades. From talking to the thieves or reading the PDA that they’ll leave behind, you’ll learn that they’re the ones who robbed the Jackpoint (#9). This will result in you receiving Magpie’s Stockroom Keycard, which will unlock Maggie’s Stockroom.

Inside Maggie’s Stockroom (#12), you’ll find a meal prepared, including strips of raw meat. You can sample the meat if you want. Nothing bad will happen to you if you do, and partaking of the feast is required for the achievement Tastes like Chicken. You’ll also find a box of mementos. It’ll contain some random stuff that you won’t be able to pick up. But after searching through the box, the serial killer will enter the stockroom behind you.

Rather than encountering a wild, slavering fiend, you’ll discover that the killer is a cultured ghoul named Gaichu. He’ll explain why he’s been killing the elders — they hired him to assassinate Magpie, which he did, but then rather than paying him for the job, they set him up to be eliminated by the HKPF in the Parking Garage. And so he’s been picking them off in revenge. This will give you a few options for how to proceed:

  • You can kill Gaichu and return to the elders (#1). The elders will be happy, and they’ll pay you 1200 nuyen for your work. If you let them know that you talked to Gaichu and heard his side of the story, then they’ll pay you 200 nuyen extra for your discretion. You won’t be able to confront the elders about their duplicity.
  • You can spare Gaichu and kill the elders (#1). Porter Lam will help the elders in the battle. You’ll earn 1000 nuyen for your work, but Kindly Cheng won’t be happy with you. Gaichu will become available as a companion.
  • You can spare Gaichu, return to the elders (#1), and try to prove what they did. Porter Lam will officiate over the proceedings. There are 11 pieces of evidence that you can present.
    Proving Magpie is dead:
    • There is blood in her shower drain (#9).
    • Her necklace is in the Storm Drains (#17).
    • She’s been missing for a long time.
    Proving the double-cross of Gaichu in the Parking Garage:
    • The HKPF fought someone there with a sword (#14).
    • A piece of Gaichu’s armor was found there (#14).
    • The Elders allowed the HKPF into the neighborhood.
    Proving the murders were professionally executed:
    • Tong died quickly (#5).
    • Tong wasn’t fearful when he died (#5).
    • The gore was staged.
    Proving the cover-up:
    • The Elders invited the Red Spears into the Parking Garage to prevent investigation (#14).
    • The Elders didn’t mention that Magpie had been robbed, and they kept her shop locked (#9).
    If you present at least nine pieces of evidence, then you’ll convince Porter Lam, and he’ll arrest the elders. This will net you 2 karma for proving your case plus 1400 nuyen for resolving the matter, and Gaichu will become available as a companion. But if you present less than nine pieces of evidence, then the encounter will turn into a fight, and you’ll have to kill Porter Lam and the elders (and you’ll get the same reward as for that option above).

To complete the mission, you’ll just need to return to Heoi via the MTR station (Exit A). When you arrive, you’ll earn 8 karma regardless of what you did. To claim your payment, you’ll need to visit the Jobs directory on the mission computer on the Safeboat. You can also earn 450 nuyen by telling Maximum Law about the mission (after talking to him about Whampoa).
